Muriya structures its payment plans project by project rather than offering one fixed template across the portfolio. At Raya, a 2- and 3-bedroom villa community in Jebel Sifah, buyers currently secure a unit with a 10% booking fee followed by a 3-year construction-linked payment schedule. Entry prices across Muriya's active off-plan portfolio start from AED 448,950 for a studio at Amazi, Hawana Salalah, and rise to AED 839,534 for larger apartments at Golf Lake in Jebel Sifah — a range that covers studios through 4-bedroom villas. Because Jebel Sifah and Hawana Salalah both sit inside government-designated Integrated Tourism Complexes, buyers pay Oman's 3% property transfer fee on registration, rather than Dubai's 4% DLD fee.

Muriya's most recent launches include Al Raya Villas, a wellness-focused, golf-facing community at Jebel Sifah with private gardens and access to a dedicated yoga and fitness pavilion, and Amazi at Hawana Salalah, a 1-million-sq-m beachfront neighbourhood whose first phase of 150 lagoon- and sea-facing villas is currently under construction. About Muriya
Muriya was established in 2006 as a joint venture between Orascom Development Holding, which holds a 70% stake, and Oman Tourism Development Company (OMRAN), the Omani government's tourism development arm, which holds the remaining 30%. The company is headquartered in Muscat and led by CEO Wael Al-Lawati. Muriya operates as an Integrated Tourism Complex (ITC) developer, meaning its master-planned communities combine freehold residential real estate with hotels, a marina and leisure infrastructure under a single masterplan.
The developer's portfolio centres on two flagship destinations: Jebel Sifah, a 6.2-million-sq-m coastal and golf community 45 km from Muscat, and Hawana Salalah, a 13.6-million-sq-m resort town in the Dhofar region built around a lagoon and marina system. Muriya also holds development rights to As Sodah Island, off the southern coast of Dhofar. Property management and rental services across both destinations are handled through Wateera, Muriya's in-house management division.
Muriya has invested more than USD 750 million in its two destinations since 2006 and employs a team of more than 1,400 people in Oman. Its majority shareholder, Orascom Development Holding, also develops integrated destinations in Egypt, Switzerland and Montenegro, giving Muriya access to an international design and construction network.

Tax-Free Returns
Oman levies no personal income tax, capital gains tax or inheritance tax, so rental income and resale profit on Muriya property are not taxed at the individual level.
Golden Visa Eligibility
Property bought in an approved ITC such as Jebel Sifah or Hawana Salalah can qualify buyers for Oman’s Golden Visa, launched in August 2025, granting 5-year residency from OMR 250,000 invested or 10-year residency from OMR 500,000 invested.

The community is built around a 9-hole Harradine-designed golf course, a marina with berths for superyachts, a boutique hotel and roughly 3.4 miles of beach, and functions both as a weekend-break destination for Muscat residents and as a full-time freehold neighbourhood with its own school and health centre. Hawana Salalah covers 13.6 million sq m on Oman's southern Dhofar coast and is anchored by a lagoon system, a 170-berth marina and Oman's first water park. The destination is designed around two distinct seasons — the eight-month dry high season and the four-month Khareef monsoon, when Salalah turns green and draws regional tourism — giving owners two separate demand peaks for short-term rental. Amazi is the newest neighbourhood under development here, offering lagoon- and sea-facing villas.
